Combine black pepper with flour
Coat beef with seasoned flour (you can do this in a large bowl, or a paper bag)
Set Instant Pot to sauté mode and add oil. Brown the seasoned beef for about 5 minutes.
Remove meat and then add celery, onions, garlic, salt, and thyme to pot and sauté for 5 or 6 minutes until vegetables are softened.
Add 1 cup of wine to deglaze, scraping up any browned bits from the bottom of the pot.
Return the beef to the pot and add all the remaining ingredients except for the beans.
Secure lid and set to pressure cook on high for 35 minutes with natural pressure release for 10 minutes, then quick release remaining pressure.
Set to sauté mode again, add green beans, and cook for 5-8 minutes until beans are tender.
Remove bay leaf before serving.
